The year before its publication 51 malefactors were executed in London, the year after 97, whilst not long afterwards was seen the rare spectacle of nearly 20 criminals hung at a time. Romilly was so much shocked at what he considered the folly and inhumanity of Madans book that he wrote a short tract of observations upon it, of which he sent a copy to each of the judges. But it is characteristic of the feeling of that time that only a hundred copies of his tract were sold. It was, however, from that time that Romilly began to make the criminal law his special study, so that to Madan indirectly our country owes the efforts of Romilly.
V1 and were separated from the people by sharp lines of demarcation. From warrior chiefs, they had changed to courtiers. Those of them who could afford it, and many who could not, left their estates to the mercy of stewards, and gathered at Versailles to revolve about the throne as glittering satellites, paid in pomp, empty distinctions, or rich sinecures, for the power they had lost. They ruined their vassals to support the extravagance by which they ruined themselves. Such as stayed at home were objects of pity and scorn. "Out of your Majesty's presence," said one of them, "we are not only wretched, but ridiculous."Just before the arrival of the six hundred allies, Dubuisson, whose orders were to keep the peace, if he could, among the western tribes, had sent Vincennes to the Huron village with a proposal that they should spare the lives of the Outagamies and Mascoutins, and rest content with driving them away; to which the Hurons returned a fierce and haughty refusal. There was danger that, if vexed or thwarted, the rabble of excited savages now gathered before the fort might turn from friends into enemies, and in some burst of wild caprice lift parricidal tomahawks against their French fathers. Dubuisson saw no choice but to humor them, put himself at their head, aid them in their vengeance, and even set them on. Therefore, when they called out for admittance,[Pg 285] he did not venture to refuse it, but threw open the gate.
On the 19th of August the new Parliament assembled. The Session was opened by commission; the Royal Speech, which was read by the Lord Chancellor, contained a paragraph referring to the duties affecting the productions of foreign countries, and suggesting for consideration the question whether the principle of protection was not carried to an extent injurious alike to the income of the State and the interests of the people; whether the Corn Laws did not aggravate the natural fluctuations of supply; and whether they did not embarrass trade, derange the currency, and by their operation diminish the comfort and increase the privations of the great body of the community. Here was a distinct enunciation of the principles of Free Trade in the Speech from the Throne, for which, of course, the Ministers were responsible. The Address in the House of Lords was moved by Earl Spencer, a decided Free Trader, and seconded by the Marquis of Clanricarde. The debate was relieved from nullity by the Duke of Wellington's testimony to the conduct of Lord Melbourne towards the Queen. The Duke said"He was willing to admit that the noble viscount had rendered the greatest possible service to her Majesty, in making her acquainted with the mode and policy of the government of this country, initiating her into the laws and spirit of the Constitution, independently of the performance of his duty as the servant of her Majesty's Crown; teaching her, in short, to preside over the destiny of this great country." The House divided, when it was found that there was a majority of 72 against the Government.
